If you do not support fishery constraints for no reason related to sustainable fishery principles than you need to support this bill in the special session. The pro marine reserve enviro groups are all testifying against it. That should tell you something. All this bill says is that marine reserves cannot be created until the Oregon Ocean Management Plan and the Territorial Sea Plan are amended to address marine reserves. This puts the legislature in the loop. Some loudly object to freely elected public representatives being involved in the process of denying access to public resources. I say it is long overdue.
Contact your legislative representatives, senate and house, and tell them to support this bill. It does not matter where in the state you are registered to vote. If this goes to the floor of both legislative bodies everyone will be voting on it.

Please go back to the 2/7 Testimony in the Committe Archives under Emergency Preparedness and Ocean Policy and hear some more.
The lack of support for the Bill from the MR Advocates. It does nothing more than put the Governors promises to the fishing and coastal community on paper. The complaints and disingenuine comments made by the Advocates about this Bill only goes to show that this was never about protection and only about pushing their Agenda. I commend all of the Coastal Reps on this committee for hearing the testimony and those who came out in favor of the Bill.

The Bill should be passed by the House soon and sent to the State Senate. I have heard from a few people that the Proponents will try and gut the Bill on the Senate floor and that it will look nothing like it does now. Basically all of the promises and assurances will be taken out. The other thing that this Bill does is makes sure that any implementation of MRs will follow the process that is written in the Bill that reformed OPAC.

Marine reserves topic of hearings Thursday, Friday

Marine reserves will be discussed this week during the Oregon Legislature's trial run at annual sessions.
Public hearings are scheduled at 10 a.m. Thursday and Friday in Hearing Room D at the Capitol.
Both presentations and public comments on House Bill 3609 will be heard in front of the House Committee on Emergency Preparedness and Ocean Policy.
The bill would establish definitions for marine reserves and marine protected areas, as well as putting the authority for establishing either or both under amendments to the Oregon Ocean Resources Management Plan.
The issue has generated a firestorm of controversy, especially from coastal communities and fishing interests, because it first was put forward by the governor's office.
If you can't make the meetings, but want make your feelings known, write:
House Committee on Emergency Preparedness and Ocean Policy, Oregon State Capitol, 900 Court St. NE, Room 453, Salem, OR 97301.
The members of the committee are:
chairwoman Rep. Deborah Boone, D-Cannon Beach;
co-chairpersons reps. Jean Cowan, D-Newport, and Donna Nelson, R-McMinnville;

There was some more good(?) testimony against 3609 from the Proponents today. Jean Cowan gets some good points across and pretty much lays the whole enchilada for easy understanding.

Walt, is there a clarification / re-wording needed here? I thought that...from our perspective.... "GOOD" testimony would be SUPPORTING 3609 as originally written...as you implied several psts back.

The ? was for incredulity. It was referring to testimony from the Portland Aud. rep that was first to speak and the lack of a real reason for him and most of the MR proponents to protest this Bill.

Does it still bind the process of installing marine reserves to the amendment of the territorial sea plan? Are Ted's blandishments in writing? Or is this bill just more political theatre?

The Bill in its unmolested form is exactly what we want to have. It helps assure that any MR is not a blank check. The only persons that are worried about and against the Bill are the MR Proponents and that it will supposedly interfere with all their hard work. I will take that as a seal of approval. What we need for it to do is go through Ways & Means unchanged.
