Default November Shutdown

Has anyone heard if the reg's are going to change to allow the keeping of clipped silvers after Nov. 1. They have estimated a run of 10k to 15k of silvers up the North Fork of the Nehalem. A generous estimate is that 20% have already moved through, so what is the hatchery going to do with the remaining 80% that arrive after Nov. 1 since we will not be allowed to keep them. Looks like another potential mass useless slaughter at the pens. And they wonder why we get frustrated.
