Anyone know if Wiskeytown Reservoir and Shasta are open? I am thinking about heading there with a teen about that time but haven't done the research yet. Just a 5 hour drive straight down I-5. Should be a lot warmer down there than here, and Wiskey has some biguns. East side, Lake Billy Chinook is worth checking, and should be a lot warmer than the other options, Suttle and Crescent, which are open year round. Seems like someone is always having a great day sometime in March at Suttle, but it's very hit and miss in March. I've fished there in snow one day and shirtsleeves the next in May. Looking forward to your report!
East side I would try Suttle or Lake Billy Chinook. On the Westside, Green Peter will be fishable. It seems the fish are scattered that time of year and it can be slow.

I have fished Shasta, lots of great fishing,I have done good up by the dam. Try Brokenback arm and Pitt river at the other end of the lake. Shasta is hudge 375 miles of shoreline gives you endless possabileties. Downriggers and a good map of the lake will help.
