I have not fished in Tillamook bay for a few years. Can someone tell me if a Fish-Flash is legal to use in the bay?????

If you are talking about the plastic triangular in-line fish attractor commonly used for salwater coho fishing, then it should be legal for T-Bay. I bet it might even swat away some of the seaweed and grasses out there away from your herring or spinner. It could also scare away weary fish; but more likely attractor some of them. Try the smaller version. I suggest rigging it about a foot or so from your mainline swivel with a short piece of 30 lb. line and then attaching a 5' leader behind it. If this turns out to be a magic seaweed deflector and fish attractor extroidinaire, please let us know how it works in a post on the BB here. Thanks.

Beware of the weak bead chain on those fish flashes. A guide suggested changing out the bead chain if I used them. I didn't bother and sure enuf lost a really heavy fish at Bouy 10 this year.

I may be wrong, but I think you can use a garbage can lid as an attractor if you want.
