Default bonneville question

Went up to Bonneville to see the dam, but it was closed for security reasons.

Had a good time at the hatchery, seeing loads of salmon trying to jump into the pen, and saying Hi to Herman.

I went to the mouth of Tanner creek, where there were a few guys fishing. There was a state cop up top watching, and signs posted everywhere that said no fishing, from this date to that 400' downstream of the mouth and 150' up. I am pretty sure it was closed, at least that was my interpretation of the signs. There were hundreds of fish coming up the creek and into the mouth. Why wasn't the cop busting these guys? And what were these guys doing? They had light spinning gear and a tiny little net. Any self respecting nook would have busted their gear up and swam away with their net. But they didn't hook any while I was there.
