I have a '96 Johnson 88 hp, which I believe is essentially the same engine. I had terrible problems with cold-starting, until learned the secret from one of the boating boards. Here is the sequence that works very well.
* Pump up the bulb until hard
* Lift the fast-idle lever at least 1/2 way
* Push the key in, and hold it for a slow count to 8. This shoots a squirt of gas into the carbs. The engine has a primer, not a choke.
* Turn the key. It should start, but will immediately falter. If it does, push the key in again for a moment. Do this as many times as required.
* Push the idle speed lever down if it overspeeds
