Default Rogue River Half Pounders

O.K. One more question before I go to bed for the night. I was recently down to the Rogue and seen many larger fish roll (chinook, steelies?), but no small ones. Are these "half pounders" all pretty much half pound steelhead, or are they just under 5 pounds, or so?
