Put your bore sighter on it. Then remove the caps on the scope. Gt everything settled and centered. Then take the back end of a screwdriver and start to tap the scope on the dials. If the scope is bad you will probly see the cross haris twiching and moving with ever tap or so. Just dont hit it to hard.

I had the same thing on a scope that came on a Marlin 336C that I bought for my 13 year old. When I tried to sight it in the impact point changed 4 to 8" with every shot. It was an older 4X Weaver. I replaced it with an inexpensive Bushnell 3-9X and had the same problem only worse. I was really confused and checking everything from scope mounts to my own sanity and shooting ability (I shoot 3/4" groups with my Howa). I finally returned the Bushnell and got another one of the same model. Next time out we had 2" groups...good enough for an old 336C. So yeah, it can happen even new out-of-the-box.

you might want to check also if there is anything stuck between the barrel and the stock. This would make it act as you described above also.
