honda 15 with cut electic start wires cut

I was in the pawn shops in vancouver
looking for any deals I might find.
In one I saw a honda 15 with electic start wires that were cut! That seems a little
odd, cut wires? I know from reading that
some people have had things stolen.
Just passing this along. I know the cops
watch for this kind of thing so maybe
the real owner cut them?
