Columbia Steelies vs. Water Temp

We fished the Columbia at the mouth of the Deschuttes several times beginning mid-July and watched the fishing decline significantly as water temperatures rose even though the counts over the dams were high. When does the temp drop and the fishing typically pick back up? Or does it? Or is everyone just going salmon fishing these days? When does the netting stop? The counts kind of went in the toilet once they started netting.
