Default Catching fish at the mouth of the Cowlitz

Need help!!! What's the secret for catching salmon or steelhead at the mouth of the Cowlitz river? We've only tried it twice. Not to sure if we're doing it right or not . We've tried anchoring with u20 flat fish on out going tide and trolling spinner's on incoming tides. What depts would you recomend? Any other suggestions would greatly be appreciated. We're new to fishing this area. Thank's for the info.in advance. K.C.
