Default Wild Fish (Clipped Fin)

Does anyone know??
Some days about half the fish my boat hooks have an unclipped adipose fin on them. I release them. I beleive I'm being told that all hatchery fish have a clipped adipose fin. 1) All hatchery fish are not clipped. 2) There are more wild fish than a releasing program warrants. 3) Some of the fish we catch come from Canada and don't have a clipped fin program or don't have hatcheries on their streams like the Columbia River has. Does anyone have any comment on exactly what is going on with the Columbia River clipped fin program.
