Ducks near the salt

Figured i would post this here also to see if any of you salty dogs know anything?

I will be down in the Coos Bay area the first week of December on a business trip. Does anybody know of any duck hunting spots down there that are open to the public? I am guessing you could hunt sea ducks down there, dont know if they get mallards on the coast. I wont have a boat or a dog so im looking for a pond or some open water in the bay somewhere thats not too deep and accessable from shore. Or should i just bring the fishing pole and hang out on the jetty? Thanks for the info.
