Default Oregon guides in Washington

I was told that Oregon guides launching on the Washington side of the Columbia with their customers were subject to a $10,000 fine. I have never seen this in the Washington regulations. I thought the two states cooperated on the Columbia. Anybody know if there is any truth to this and where the law is located.
I am not a guide, but it seemed pretty ridiculous to me.
