What does the green dot on back of the qaurterbacks helmet mean or stand for??

means there is an audio receiver in the helmet. You can only have one on the field at a time. The Seahawks sometimes play Seneca Wallace as a wide out, and he can't have his "QB" helmet on. So it is an easy way for the ref's to check.

Another new rule is the official kicking ball. Because of the snafu with the Tony Romo hold last year, and the speculation that the Seahawks ball handler gave them a brand new ball that was a little "slicker" than the rest. Now they have balls with a K on them and an official on the sideline who's only job is to keep track of the balls and make sure they are being used.

I figured that was it, thanks for the answer. I didnt know about the new ball law though. I hope some day they put the game back in the players hands.
