Default steelhead jacks?

I fished yesterday at Bonnaville, (hate that Wind) saw some steelhead landed. After about
1 1/2 hours I pulled the boat on to the
Oregon shore to give the kids a chance to
play. There I fished off the beach and landed
what I think is a steelhead jack. 14" fin
clipped, If I let this fish go where dose
he go, back to the sea? Can we keep them?

I've caught one during the winter season, and we've picked up one already this summer. We just release them, but I guess they follow the fish up to the hatchery, and when it's time for the school to leave, they just follow them out, or they just stay in the area and may return to sea on their own. Could be several answers.
