I have seen this done in other areas, after a fire there is a big concern about soil erosion and the forest service plants a wheat to stabilize the ground. I have been told by a forest service employee that the deer and elk will not eat the "bearded wheat".

This wheat is supposed to be sterile and will not persist, but I wonder if it has an effect on native vegetation that is trying to come back and while we are spending the money, why not plant something that is beneficial to wildlife.
Here is a plant that the deer or elk seemed to like, most of the tops (seed heads) were chewed off. What is it? Why not plant more of this?

Any thoughts or knowledge on this subject?
