MotorHomes, tow vehicles and brakes

Many states require vehicles being towed behind a motorhome to have a supplemental braking system, Oregon doesn't.

We've been RV'ing and towing a vehicle since 1995 and haven't used a supplemental braking system.

Has anyone heard if Oregon will be requiring this too? If so, then when?

a tow dolly with brakes? is this the requirment. or is there some gadget you put on the towed brake system

We tow a Jeep Liberty, with all four wheels down.
For this mode of towing there are supplemental brake systems that connect to the towed vehicles brakes.

Oregon is one of a few states that currently do not require a supplemental brake system. I was wondering if anyone knew if Oregon is in the works to have this become a requirement?
