With the engine not running, remove the air cleaner and throttle it up while you are looking down the throat of the carb. you should see a stream of gas shoot into the throat. If there is no gas, you still have a problem with your accelerator pump and it needs to be replaced, or the linkage adjusted to time the flow with the throttle plates. I have also seen many times that a new kit has the wrong size piston for the pump. If you do have gas shoot into the carb when you throttle up, I would then suspect that you may be running too rich at idle and may be flooding when tring to throttle up, It is hard to trouble shoot without seeing and hearing it run, but I would start with what I have mentioned.

You might also check your cutout switch, especially if it had the same problem before the carb rebuild. This switch cuts your ignition out when shifting to lessen the impact on the outdrive gears when shifting. I have had to replace mine twice, and it did the same thing that yours is doing

I think it might be a problem with your accelerator pump as well. My suggestion would be to ask the boat doc this question!

On the older Mercs the cutoff switch is a micro switch on the linkage behind the engine and in front of the transom.
