If you are say the combined is 3 to 4 at 8 seconds then that is not to bad. Kind of good. But if you are talking about 3 to 4 wind waves! And a swell after that? More info!

wetsands is calling for 2 ft wind waves and 5 ft swell...that adds up to a combined see of 7 foot. at whatever amount of seconds listed apart. the higher the number in seconds the calmer it feels
hope this helps

Here's a thread from last year where we discussed your question at length. I think there's some pretty good info in there, and it may help you understand what we're talking about when we make our go/no-go decisions.

I always look at the Wind speed, & direction first, than Swell, & direction second, then Duration(Period) third. 15kts Wind is usually ok, 20kts is rough. 25kts you don't want to be out there. anything with S, or SW wind add some rough to the equation....cause the Current is usually from the North. If the Swell is more than 6' than Duration is a major concern, less than 6' not so much, however anything less than a 7 sec. duration can be rough depending on the Wind & Swell. Wind, & Duration usually go together, not always. So 2' wind chop, with 4' swell, @ 8sec. tells me that the wind is about 10 to 15kts, a good day. Not an exact science. If a N. Wind is expected plan your trip to come in with a Tail wind, in other words don't end up South...cause often the day will start out 10 to 15kts, & end up 20 to 25kts, or more.
