Good is a subjective term but I'd say yes bass can and are caught in there.
Certainly lots of sloughs, creeks and dont forget Scappose Bay either.
I personally have not fish the lower end of the Channel or S.Bay but I know others here have.

Shad are still around Coon Island. Small mouth bass most everywhere. Try along the dike Between Coon Island and Gilbert ramp for bass, I caught a few fishing for shad on a dick nite, but have seen bass fishermen pull out some bigones. Also Scappoose bay, Gilbert river, and big carp on the ponds and channels on sauvies which you can spot on Google, boat close to and walk into. Being a game refuge makes the wildlife fairly tolerant of visitors.
