Top end problem 00' 4stroke bigfoot 40 hp Mercury

I recently purchased a used boat with the 2000 Merc Bigfoot motor (3 carb, no EFI). I have 2 problems.


1. The choke doesn't work when I push the key so I'm assuming I need to change the electric enricher on the top carb. It doesn't click when I push in the key but I have been able to start it fairly easy when cold.

2. The motor runs perfect at start up, idle, mid-range. However, when I approch the very top end...it starts to miss out like it's starved for fuel. It happens at 4900 rpm and if I back it down a tad, it run fine but I'm missing about 5-7 mph. Rated for 6000 rpm.
Any thoughts?

If this is a four stroke there is no manual choke, pushing in on the key does nothing, as for the miss it may be hitting the rev limiter. I would verify the tach reads correct. Arrow on back of tach should be set to 6P or 4.
