I have a 75' merc 20 HP that is wonderful to start on most days. 1 pull with choke on, it sputters. Then, 1 pull with it open and I'm trolling all day. Until I trailered it once with the motor down. I always trailer it tilted up, but changed my ways and am sorry. Now, every other time i take it out, it refuses to start. It won't pop.

I used starting fluid today to get it to rev for a second, but it quits once the fluid is burned. It almost starts when I have it in full choke mode, but when I open the throat and pull, nada. It has spark. And I have to be careful not to flood the engine before starting-1 and 1/2 bulb squeezes and no more. Too much and it won't start for an hour, so I always am the one who 'squeezes the charmin'. Am I right to guess a fuel problem at the carb or fuel pump?
