Our goverment, I don't understand

I heard a news report on the radio this morning on my way to work talking about how the feds are considering buying out some of the commercial bottom fishing permits in Oregon to help rebuild the dwindling fishery. It sounded like there were quite a few of these permits and that the feds were willing to do this because certain species of fish have been declining over the years. What I don't understand is, why would the feds be willing to buy out hundreds of permits to protect this fishery but not be willing to buy out a handful of Columbia river permits to protect that fishery. Sorry if I didn't get the facts exactly correct, just thought I'd throw it out there for discussion.

Its all part of the infinite wisdom of our fish managers. Kind of like where they issued more sardines permits in 2001, because the existing permits could not harvest their fish allotment last year. So when things turn around and start to decline, you will see a bunch of new Sardine permit holders yelling about buyouts. Come to think of it maybe I should apply for that permit and wait for the buyout money. It could be a sound investment strategy at the expense of taxpayers. What a crock of _hit! If there is a dollar to be made, they'll **** it until its gone.

Regarding Columbia non tribal gillnetters, how can 6,000 fish support 550 gillnetters? Maybe we should re-phrase it sport-gillnetting.

Actually, the feds have been funding gill net license buyouts since 1984.
