Kids and Steelhead fishing question

If taking a kid age 7 Steelhead fishing, I know he doesn't need a license until age 14, but does he need a harvest tag? And I assume the same rules apply, he can keep two fin clipped steelhead?

Hi Riverdog,
He does need a harvest tag, $6.50 for a combined Salmon/Steelhead/Sturgeon card. They'll also print him out a no-cost juvenile fishing license at the same time.
