Default Tire chirping neighbor (rant)

A new neighbor moved in down the street recently. Apparently he never made it to high school, so he's making up for it by driving like he's in 11th grade. This tweak can't even move his car 10 feet without launching like he's at the Winternationals. Seriously. Even if he's just moving his Ford Exploder from his driveway to park it in the street he has to announce it by burning rubber. If it's dry pavement, it's a short chirp, but LOUD. If it's damp, like today, the bleach-box burnouts are looooooong and squirrely. I live on a dead-end street, so I get to hear it three times. Once when he leaves his house, again at the stop sign in front of my place, and once more for good measure at the stop sign down the street. He comes and goes a lot, and he does it EVERY SINGLE FREAKIN' TIME. I've lived here for five interminable years, and I'm perfectly aware that I'm surrounded by white trash. I don't need any reminders. I'd suggest to him to go to PIR on Wednesday nights, where he can fry his tires to his heart's desire (hey, that rhymes!) but I don't think he'd go for it since nobody would pay any attention to him at the dragstrip. It's no fun when you're not annoying anybody.
If he keeps it up I'll have to ambush him by letting my old beater F250 roll out of my driveway as he's peeling away from his house. But I doubt if he has any insurance.
I guess I should be thankful that he doesn't have a big-block El Camino or similar Joe Dirt ride that can really light 'em up.

similar to the tire shredder, I have kids running up and down my road on a little 50cc dirt bike, they've almost been hit numerous times, and none of them wear a HELMET or safety gear!!??!!.....sorry I used to be a team oregon instructor, they are up and down the road all day sooner or later I will be calling EMS to scrap them off the road, and since we are ranting there is also a guy in white BMW that thinks our road is his personal race track, I think one of these days the beemer and the dirt bike will have a run in....thanx....also to stop the tire chirping? <Illegal suggestion removed>

Maybe you should check your horn each time you get into your car just to make sure it works. A loud barking dog loop would be kinda cute too. Folks like this guy think they own the world and there will be no changing of his mind.

Maybe you should get to know him and after a while of casual converstion sometime down the line in the next couple of months just ask him out of curiousity why he does this all the time? Might be getting a pretty interesting answer. "more bees with honey than vinagar type of deal IMHO. After that, it's war................................

Just my luck I'd run over my own booby-trap, or get the wrong neighbor.
As far as the cops go, they have plenty to keep them occupied around here. They don't respond to anything that doesn't involve guns or donuts.
OK, that was mean. Even if the cops did care, that don't have the time for to investigate excessive tire noise.

I'd rather just sneak down to Chirpie's house in the middle of the night and <illegal suggestion removed> But, like MattPark pointed out, he'll probably accomplish that on his own without any help from yours truly.

1pump. You are correct in that the police have plenty to keep their hands full. But, one thing that they are very aware of is that your situation is one of the top neighborhood concerns that they hear about. As your neighbors activity negatively impacts your quality of life, the police can talk with them. Typically it is referred to as a "neighborhood problem" or an "order/maintenance" problem and the police handle them routinely. They also know that as they address these problems and conditions improve, so does the crime rate. Because, today's tire chirping may grow into tomorrows drug house. I would ask for the beat cop to visit with the neighbor and ask them to cool it on behalf of safety and being a good neighbor. Also, it is helpful when the beat cop takes the guy out into the street and points out all of the tire marks at his driveway. A look at all of the neighbors showing the lack of the same marks pretty much establishes the expectation.

Of course, you always run the risk of the guy getting worse and flying the fickle finger of fate at the neighborhood. Then, it would be time to work more agressively (not unlawfully) at addressing the problem (perhaps through neighborhood mediation, video taping, home owners association, or civil remedy because of covenant violations).

Your lucky.. he is leaving when you hear this chirping noise, so after the initial tire chirp its over. I have a guy on my steet who does have a Pro Stock drag car and he works on it all the time. At idle it gets your attention, and it lets you know that the "reeeeevvvvvving" is about to begin. Over and over and over. Then he turns it off, then he fires it back up again. He never drives it, always puts it on a trailer and heads to the track, but the working on it deal gets pretty old every friday night all summer long. I have not complained because he is an O.K guy, my wife can't stand him however.

I used to have a neighbor who'd occasionally make all kinds of noise (loud radio, cursing, shouting) at inappropriate hours of the day. Every now and then all I had to do was say "Tony, could you keep it down please", and he'd settle down for awhile. We never did have any problems, cause I talked to him before he got my ire up too much, and we both decided to be cool. While we were never friends, we remained cordial for the 10 years we lived next to each other.

I know that I do things to anoy my neighbors too. I hope they'd let me know what's bothering them, rather than let their frustration build.

B-run, if it ever gets to the point where you can't stand it any longer, check to see if your city/county has adopted a local noise or nuisance order. Typically the answer is yes. There should be a provision that addresses exactly what you are talking about. Our local ordinance puts it this way, "The creation of frequent, repetitive or continuous sounds in connection with the starting, operation, repair, rebuilding or testing of any motor vehicle......so as to unreasonably disturb or interfere with the peace..." Has to be residential zoned, however.

The bottom line, on neighborhood issues, is typically there are ordinance provisions that provide some teeth to the request, if needed. However, good old neighborly conversation goes a long way.

Sheesh, he's you neighbor, get a six pack and go introduce yourself. I'd much rather know my neighbors than have possible false perceptions. You have an opportunity and a reason to meet your neighbor, start it off right and it may turn out good for you. You don't have to mention the cherping on the first meeting, wait until the 2nd or 3rd time you share a 6 pack. The weather is suppose to be getting nice for about a week. Good beer weather.

Okay, in a perfect world, or even in a normal neighborhood, that would work. But I'm talkin' Felony Flats, aka the Vast Wasteland of Southeast Portland, aka free-range penitentary. Chances are Mr Chirpie, if he's anything like most of his equally ill-bred predecessors, will get arrested, evicted, deported or possibly even sent to band camp before I can have the dubious honor of making his acquaintance.
Besides that, I prefer hard liquor to beer, and I'm not gonna waste good vodka, gin, or bourbon on the local miscreants. Besides, if he drives like that when he's sober, I can imagine what he's like when he's feeling that Wild Turkey's bite.

As far as my neighbor's perceptions go, I don't really care what they think of me. My neighbors where I bought my first house thought I was a homicidal psycho, and that suited me just fine. Nobody screwed with me, and I didn't screw with them. That's all I really expect no matter where I live.

be careful!
I got threatened for a lawsuit by my niehbors because I yelled at them for driving too fast. Apparently I was interfereing with their quiet and peaceful enjoyment of their property. They have an easement, it's on my property, uhhh, where the hell is the common sense? Until you have more money than they have to solve the problem ,and are willing to waste it, you're screwed.

If there is any water nearby you could call them and say a sea lion was going down the road acting like it might have been hit by a car with squealing tires. They would probably have multiple evidence response teams looking for tire marks before you hung up the phone.

He talks big about being a psycho, but he really is a great guy. Don't let the big bad persona fool you. He is even environmentally conscious. He uses rope and an anchor to find the bottom of the river. From the back of the boat... Kinda near the motor.... I think I have a picture.....

Well, it's not exactly a choice. More like a necessary evil. Or a prison sentence. Like most of my ifish brethren, I bought the house I could afford, not the house I wanted. I'll spare everybody the gory details as to why I'm living in this particular cesspool. Some of it is my fault, some isn't. Mostly it's because the 'hood has gotten a lot worse over the last 2 or 3 years, thanks to the UGB, infill housing and rezoning.
In the meantime, I've been scouting the backwoods of Columbia county looking for property that will suit my purposes when I'm ready to make my escape.
