Does that mean we don't have to tag fish this weekend if fortunate enough to land a clipped salmon?

That's correct...Oregon doesn't require you to use the tag on free fishing days.
Washington requires a tag, but issues them for free for their free fishing days.

Is your boat registered outside of Oregon? If so, you need to have invasive species permit to run it on Oregon public waters, if the boat is 10' or over.
