Default rotating hackle tool?????

A friend set me up with what I needed to start tying steelie jigs..everything from vise to head cement.
also included in the gift bag was a rotating hackle tool which I have no idea how to use or what to use it for.
Would somone please give me a quick lecture (hoprfully with pictures) of this tool in action? I am staying with jigs while I learn but hopefully will branch out into flies at some point in time.
Thanks for the help.

Check some good books at Barns & Nobel on tying steelhead flies.

Like this?

When tying fly's you typically have to keep turning your hackle pliers in order to keep the hackle from twisting as you wind it around the shank of the hook. This tool will minimize the excess twist. At least that is my experience, and I use this tool.
