Not certain where you are getting your information. Here are the regs from page 83:
There was an earlier post about live bait being illegal in Oregon. Here are all the references to live bait in the regs:
Page 3:
You may not use live fish to catch fish in Crescent Lake.
Page 7:
It is unlawful to transport live fish between bodies of water.
Live fish may not be used or held for use as bait, except live nongame fish may be used in the ocean, bays and tidewaters when taken from the waterbody in which they will be used.
It is illegal:
Transporting live fish or live eggs from one waterbody to another or into the state without a permit from ODFW.
And of course the section from page 83 referenced above.
