You dont necessarily need an HR person for this...just anyone who either sees their fair share or updates their own fairly regularly and is in the know of what to do.
Few tips:
Balance white and non-white space. Should be easy on the eyes.
Summarize key accomplishments, dont make it just a list of all the things you do at a job. In short, make it read why you're better than the average joe.
Highlight things you created, processses improved, etc...especially if it generated meaningful outputs (saved money, etc).
Go to places like the ladders.net or just Google up "good resumes". There are a TON of examples you can look at. I have a gob of sample resumes on my computer that I used when I tweaked mine....and if you read the Chapel forum, you'll see I am changing jobs, so my resume cant be all that bad. Maddening process making a good resume though...good luck!
