Herring Jigs for Smelt?

I heard it would work, but in the regs it says
Harvest Method- Dip Net only. Kinda weird.

Was at a fish market here yesterday and they are selling fresh smelt. I asked if they knew where they were caught and all the guy said was "Upriver". I think working in a fish market must make your brain shrink

WDFW is going to set the new regs. for them in their Febuary 24th meeting.

What tackle do I use and where can I get it?
