Should I go with the 8'
or base loaded 3'

Go with the 8'er. always go with the tallest antenna you can.

5 foot Minimum if staying in fresh water.
8 foot or larger for the big blue.

Something else to add - If you buy a shakespeare antenna, don't buy one unless it has the words Galaxy on the side of it. Or just Buy your self a Digial Antenna Series 500 Antenna - in the salt 8 feet or taller. Fresh water - depends around Portland shorter is OK cause the topography of the the river vally becomes more of a problem then distance over the ocean.

Taller is always better
