Garabaldi salmon fin or no fin

I am la little confused.

Can you keep salmon outside of garabaldi if it is a native or not. I keep seeing pics of salmon with fins.

The Triangular Control Zone (from Twin Rocks to the green buoy to Pyramid Rock) only allows fin-clipped fish:

Triangular Control Zone:
Open for adipose fin-clipped chinook Mar. 15 - July 31.
Adipose fin-clipped coho may be retained during the ocean selective coho season.
