without a boat or paying for a charter you are hard pressed to be able to get to any fish worth fishing for

Buy a fish-n-map for SJ's and look for places to Jig, Pt Wilson darts, Dungy Stingers in Greens/whites/chromes/silvers.
use the smallest that will still fish near vertical..you are going to need a few tho, SJ's in general are VERY rocky w unforgiving bottom, also the currents RIP so having a few sizes key.
Put an arc bend or even S bend in jig
There are some nice lings up there, do not take a knife to a gunfisght

I am a troller or could help you more.
Use some care, Big sailboat parked in middle of trolling pattern will get you unwanted love.

There is a great spire just west of strawberry island that will provide you with all the fishing you desire but you HAVE to fish it at slack tide.

If you hit that spire at slack then you should have both lings, both cabezon, and your rockfish within an hour.

If you stop by somewhere close to Camano Island I can give you the jigs you need dirt cheap.

I molded about 150 of the 12 oz jigheads last year and my/your cost is $2 each (just the hooks costs $1.27 each even if you buy a hundred pack) instead of paying $4-5 each in the store.

My lead is 99% pure too because I have a contractor buddy that builds Xray rooms so I get the rolls of lead from him that have oxidized a little.

This is what I have found to be the best in the San Juans for bottomfish.
