Depending upon what they have now -- they may or may-not want/need these type of things:
Leupold (and many others) Lenspen -- includes retractable brush and special cloth -- for cleaning optics in the field - should be about $10 at Joe's etc.
A set of 2-way FRS radios -- can get compact 8-12 mile versions for under $50 these days -- watch Costco or on-line sales
A high quality compass
USGS quads or the very detailed district maps of hunting units of interest, or spend more and get TOPO or Delorme or MapSource software - bonus if it can download to existing GPS...
REI compact (cheap) thermomenter/compass keychain thingy, marking tape, quality emergency whistle -- sometimes with compartment for matches - $5 or $10
Breakdown style walking stick with tripod mount, or shooting sticks - I think this is under $50?
Blaze orange hat -- bonus for gore-tex
Camelback/Platypus type water container. I like the nalgene (platypus) kind - no plastic aftertaste like with the Camelbacks, although the Camelbacks seem much more popular
Camo fanny pack -- to access items quickly
Compact knife sharpening diamond/stone/steel

I would suggest a simple little wind checker...Most important piece of equiptment in my pack and it's under five bucks...Heck, get the person three of them...

An LED Head Lamp... Can't have too many of them. In my experience the Black Dimond brand has failed for me more than any other.
A low end Brinkman lasted the longest with the exception of one model. My next one will be a Coast brand. They are reported to be top quality and LIFETIME GUARANTEED. Could be my last headlamp.
Another idea under $50.00... Smart Wool Socks.

Get him a Ken Onion designed Kershaw knife like the Leek model shown here. The "speed-safe" assisted opening as demonstrated is the slickest one-handed operation I have ever seen. (Under "Knives and Tools", click "Ken Onion Designs, Speed-Safe," "Leek".)
I bought one of these for myself and ended up giving several as gifts. The plain stainless can be had for around $42. Made in Oregon.
