No claim to the 'Expert' status, but my IT job pays for my fishing time. Here are some basics that we would have our users try. Pardon me if they have been done already (details of what has been done are rarely ever given).

Can you access ANY internet pages?
Try doing a Google (
www.google.com) search on anything. If you get results, you can. If you can't even get to Google, you probably can't access any other pages.
There could be any number of reasons why you can't log on.
1. Spyware
2. Virus or trojan
3. Temporary internet files may be full
4. ISP not resolving proper DNS for iFish
My first suggestion would be to delete the temporary internet files.
Right click Internet Explorer, select properties.
Click on 'Delete files...' and check the box for delete offline content. Also delete cookies.
Try the page again.
If you still don't have any luck, call your ISP and have them access the page. If they can, your problem is in the computer.
If it is in the computer, I suggest Adaware SE personal edition for removing spyware (personal preference).
Any mainstream anti-virus program should be able to detect if it's a virus.
