Siletz River help.

Once the rains arrive I think I might try the Siletz. What is the recommened setup?What about trolling spinners? I make my own spinners for Springers so I have lots or can make what I need. I also have no idea how to rig a herring for trolling. I'm targeting this river because it's close to home.

Any info is appreciated.
