This is also in the snaggers post also. Forget the cell phones, get a digital camera. Call your local warden and find out when he can be down at the river, then go fishing. When some slimeball snags a fish and gets it too shore slide the camera out of your vest pocket and hold it close to you and snap a picture of the fish being foul hooked, then another picture of the fool keeping it. By holding the camera close to you no one will see you taking the picture and you can get a lot of evidence. When the warden shows up just replay the pictures for him and watch him go to work. Its great!! the paper flys and the gear is conficated.
