Trophy Tom, I think the help you need is called RAIN. When it does that you will start catching fish.
I can identify with your doubts about gear and so on for the kings in the bay. I'm no expert either. When the fish are reluctant it's easy to second guess your gear. The fish in the ocean are usually on the bite and somewhat easier to hook up.
This is what we use in the lower bay, it seems to work. Not necessarily the only way but it's easy.
Use a wire splitter, ball lead, 7 bead chain and a 2 hook mooching rig. Every one uses this basic rig with some variations, like a sliding sinker or things to deflect weeds.
Tie your main line to the point of the vee of the splitter.
Use 10# test for the lead dropper. If you hang up the lead will bust off, not your fish. Lead weight is from 3 to 8 oz, depends. Just don't long line, you'll get yelled at. Tie the dropper line on the short end of the splitter and use a snap swivel on the end for quick lead change. The length varies from a foot to 3 foot.
Then tie a few feet of 40# mono to the long end of the splitter. Slide a golf tee bead or bead chain chain cover up the line. Tie on a bead chain swivel and then the mooching rig. I like a total leader length of 5 - 6 feet at the jaws. Some people go clear to 9 -10 feet but it's hard to land em then! In the bay I shorten up to 4 feet.
Plug cut or whole herring? I do either and just go with feels lucky. Use your binoculars on boats that are hitting fish and learn more. Good luck and the bend is your friend!
