city of Stayton stealing water again

I was up jet boating on the n. santiam yesterday and its obvious the city of stayton has used a bull dozer to divert far to much water into the power. canal this is the same mentality that lead to the huge fish kill on the Klammath does anybody know how to stop this type of senseless greedy activity its pathetic
This type of behavior must stop.
ps I hope i didn't break any ifish rules but facts is facts

It seems to me I heard something about them building a new riverfront park, but not sure if they are starting now.
