Typhoon in Gresham does a lunch buffet. It is one of the best Thai restaurants around, and the food they put on the buffet is top notch. And its only 6.95 with a beverage.

The Red Lion/ Doubletree at Jantzen use to have a great one with a view of the river. Maybe it's opened back up.

No but I went to a good one in downtown Salem today.

Marco Polo. "Global cuisine" (Chinese - European)

They had a honey mustard & caper salmon that was some of the best salmon I've ever eaten in a restaurant.

Very good place but it is closed for a remodel. I tried going there last weekend.
