The law in California, Oregon or Washington will not be changed until some politicians kid gets nailed by a cat. My opinion only.

The law was not enacted by a politician, but by a ballot measure. One of the main reasons voters voted for the ballot measure was a video ad aired that showed a treed cat being shot.
If we tried to play by the same rules and created a video which portrayed a re-enactment of a woman being dragged off a bicycle and killed by a cougar, it would never make it to the air. It would however, be more true and representative of real life than the video which got dog hunting for cougars and bears banned.

Theres just way too many lions in Southern Oregon and California. The biggest mistake was banning the use of dogs. Hopefully this tragic incident will be enough to change the minds of those ignorant PETA supporting voters. This is what happens when predators are not managed.
Speaking of mountain lions, I was fishing my favorite river in Oregon (the Owyhee) this October and heard some rocks falling behind me, when I turned around I saw a youg mountain lion, 20 yards away. I threw a rock at it and away it went, but man talk about an adrenaline rush! I now bring my Glock 10mm with me every time.

There are more cougar attacks on Vancouver Island each year than the entire United States combined. Are they doing anything about it? Nope.
It ain't gonna happen here, either. They beat us on this one, and did it with trumped up videos.
It's just like the sealions. You want to see some incredible pics of how sealions have taken over entire marinas and people's boats? And they can't even shoo 'em away. At least we get to hunt the mountain lions - for now.

What the graph does not account for, the steady increase of harvest after the ban is more likely a result in the overall numbers of cougars in the state increasing.
It does mention that with the incidental harvest rather than selective (with dogs) is creating a higher harvest of young and female cougars. Not exactly the outcome that game managers (or sportsman) would prefer.
Also what is not considered, with the higher population of cougars, what have been the impacts to deer and elk?
It has always been a fact with cougars that when populations are at target carrying capacities, they are seldom "incidentally" encountered. I would presume that if more cougars are being taken incidentally, they are above prefered carrying capacity, they are hungry and out hunting during daylight hours more often.

I do not know the laws regarding Cali. hunting for cats. I do know its only the fifth fatality in Calif. in 100 years from a mountain lion. In Washington state, more cougars have been harvested per year than with dogs due to the lengthened season and more tags issued. Just an observation. Sad nontheless.
