I've seen a news release that the regulation is changing. I haven't actually seen the new regulation yet. Am I looking in the wrong places?

ODFW announces new rules for Wickiup Reservoir fishing


April 7, 2017

BEND, Ore. – Fishery managers have announced two new rule changes that will affect the kokanee bag limit, and fall fishing in the Deschutes River arm of Wickiup Reservoir.

The first rule change eliminates the kokanee “bonus bag” that allowed anglers to keep up to 25 kokanee in addition to the regular 5 fish trout limit. Effective opening day, April 22, 2017, anglers must include kokanee within the 5 fish trout

Not sure why this is interpreted as only 5 Kokanee but hey, what the heck. Makes for a great internet rumor doesn't it.

The side roads off of Browns Creek are a mess...we got stuck part way in on a scout trip and had to dig ourselves out yesterday...Gull Point is going to see most of the traffic next weekend because its not going to be easy to say the least pulling trailers lake side on the North Side.

Thanks to Richie at Paulina Peak Tackle. This came in the mail while I was away this past weekend. I placed the order before the now rescinded limit reduction. I was more than miffed when I saw the initial decision to reduce the limit, then I realized all the money in tackle that I invested in over the winter. Don't need all this(and all the other stuff I have acquired) to catch 5 kokanee, but I do need this to chase the original limits.

Dave you are missing the teardrop dodgers. I really like them when using down riggers because they basically stay at the same level as the downrigger weight. I bought a bunch of stuff last year so I could support Brett one last time.

I still have plenty of the PPT teardrops. I don't lose those nearly as often as I lose the Big I, because they do exactly as you say when trolling. This is just to replenish the supply, I end up donating quite a bit of stuff to the deep later in the season. But the price you have to pay to catch fish in the summer up there.

I did better late in the season last year because I fished alone and was totally focused on the depth finder and my rods--no socializing to divert me from the attention to details that fishing Wickiup demands.

Never fished the opening weekend but will be there this year.

Do I need to mentally prepare for mass chaos? It's a pretty big lake so I'm hopeful that everyone won't be on top of each other.

It is a big lake and folks can spread out. Its good to realize that many guys run lines upwards of 150' behind their boat. Last year on opening day, one of our lines got caught on the DR ball of another boat. Fortunately, we both realized what was up and got it resolved in fairly short order.

It is not the lake or the boats you have to worry about it is the ramp and finding parking that will be a challenge.

Leaving the Salem area Friday AM and hope to be able to snag a camping spot. Plan A is to get the boat in the water Friday to avoid the ramp on the 22nd. Plan B is to wake up a little extra early if I must.

Was mostly worried about the cluster on the lake but sounds like that is not going to be terrible. Appreciate the insight about the opener and looking forward to being back on Wickiup. It's been too long.

Just a note to secure/lock up or sleep on your stuff as I am still kinda POed about waking up to some poles that walked off at night last spring at Gull Point CG and not sure if that activity could still be in one of your pleasures of enjoying and relaxing in the outdoors. Tight lines all go get 'em.

That's a great reminder Umpquanuts! Its a sad fact that stuff seems to walk off so keep an eye on it. If I'm able to beach the boat somewhere its getting stripped for the night.

Really hate lugging all the gear back and forth especially in the AM but I hate surprises even more.

I asked Mark Morical, the Bend Bulletin outdoor editor, to look into the reason and science behind the kokanee regulation change and the redo. His article was published in today's paper. He told me he spent quite a bit of time with the local ODFW biologists. So here is the link to the article:

What happens to the Kokanee that go downriver from the dam? I don't remember anyone saying they caught a Kokanee in the Deschutes.

I love fishing for kokes at Wickiup but the construction of Crane Prairie and Wickiup turned the Deschutes, a prime Redband and bull trout fishery, into a canal. Changing the regime due to the RLF issue becomes a way to improve the Deschutes River as a fishery. So yes the Kokanee are likely to take a hit but other options will open up. The real key so we can have our cake and eat it too is replacing the canal system currently used by the irrigation districts with a piped system. If that were to occur it might be possible to establish a minimum pool for Wickiup that would also protect the fishery there. Finally remember that Wickiup was created solely for the benefit of the irrigators and if we want to change that we, in cooperation with ODFW, need to convince the BOR to add recreational fishing/protecting the fishery in Wickiup as one of the objectives for managing Wickiup.

One more thing we need to carefully consider the implications of putting a screen on the outlet of Wickiup. The lack of the screen as Chuckerdave has indicated may be an important reason that Wickiup produces big kokanee. Also the reason Haystack has kokanee is that the North Unit Canal is not screened so that many kokanee that escape from Wickiup get diverted to Haystack. And of the 560 or so returning sockeye that were moved past LBC last year 18 actually came from the Upper Deschutes (Wickiup)!

Actually, I just went to a talk on the spotted frog. Their two biggest predators are bull frogs and brown trout, both non-native species.

The countdown is on and I can tell there is a lot of chomping at the bit to get it on.Good luck to all and I am looking forward to pictures and lots of them.

I will miss this one as I will be out East Fort Rock way on my KTM. Hopefully will come back in one piece!

Those staying there be sure and watch your gear. I know a number of people that got their gear ripped off in the early part of the season last year.

oldranger, it was my understanding that Haystack was stocked. According to the Wizard Falls Hatchery Management Plan for 2017, 80,000 fish at 100 fish/lb will be stocked in June.

I was also wonder how it was determined that those 18 fish were from the upper Deschutes?

Ohhhhhh, so the illegally introduced Bass in Crane & Wickiup are not eating the frogs??? Riiiiight........

All this talk of Kokanee, which is fine, to each their own. But it's a shame that our fish and game department has let this once proud brown trout fishery slide to the shape it is in now! But I guess since they are a non-native species......they don't care. Shameful!

I had thought that 2012 was the last year that kokanee were stocked at Haystack, but they have begun stocking again.

If you look at the Fish Propagation reports available from http://www.dfw.state.or.us/fish/hatchery/ you can see that in:
2012 report, page 70, Kokanee were stocked.
2013 report, page 80, Kokanee were not stocked.
2014 report, page 74, Kokanee were stocked.
2015 report, page 80, Kokanee were stocked.
2016 report, page 77, Kokanee were stocked.

Ask Doc_Rhen. He is the one that fishes Haystack for kokes. I've caught a couple out there, but that was several years ago.

Back in the mid 60's a group of us camped along the Deschutes between Wickiup and Pringle Falls. Over the course of a weekend we caught about 40 kokanee in one hole. I tried that spot again a few times over the years but never did catch any kokanee.

Dad, my father-in-law, a friend, and I arrived at the ramp about 5. It was cold. The wind was also blowing. I wore my hunter orange stocking cap all day. After we launched and motored out away from the flotilla (at one point, we counted over 100 boats on the water), we started fishing, at about a quarter to six. The wind wasn't strong, but when your hands got wet, you knew it was blowing.

Fishing was slow. Water temp was 46 when we began. Sometime shortly after sunrise we had our first in the boat. It was a nice and fat 16.5" koke. About 7:30 (or was it 8:30?), the wind died down and it was calm for a while. By 9:15 or so, we had five in the boat. At about 10, the wind came back and whipped the lake up. We worked hard until 2PM to get one more fish. We pulled out and then had to harass the folks we knew at the cleaning station before cleaning up our 6 fish.

Smallest fish was 14.5". Largest was 17". Five of the six were 16+". Water temp was 47 when we pulled out. No wind at the fish cleaning station, but still windy out on the lake.

Water is too cold, at least I hope that is what the problem was today. 46-47* Went over two hours first thing from the legal start before we got our first bite just after 7am. Super slow. Ended up at 1pm in a substantial wind with 10 in the cooler. Last year same time was 52-54. Hate to say this but I may TRY and wait and let it warm up. But with highs next week in the 40's it is going to take awhile.

We tried the new Brad's kokanee cut plug in orange for a bit as part of our mix Saturday. Our orange hoochies and spinners all caught fish -- the kokanee cut plug nothing. Based on our experience, they are a lot of expensive hype. Anyone else try them?

They have been working great at Detroit. Several different colors catch fish. How were you rigging it? I have been running them 24" behind a dodger.

We ran it 24" behind a PPT gold big-I dodger with the same corn and scent that we used on everything else. I replaced the original 7 pink beads with 4 orange and 3 black beads.
