You can hook them on a treble, but you'll retain them better with a single hook. I use 6-8/0 hooks on my jigs.

The TLD reels would work fine. Check out ebay currently. You'll find all sorts of used high quality reels for less than what you'd pay...

Good on you for attempting to save those fish and giving those descenders to the boats. I did a deepwater ling trip once about 3 years ago where the boat was catching a good number of the canaries...
