Blue Front Porch Light, What Does This Mean?

So as my mom and I are driving the boat through N Portland on Monday morning on our way to Cathedral Park we noticed enough blue front porch lights to draw our attention. We asked each other if any of us knew if that had significance. Neither of us could respond affirmatively.

So tonight my significant other and I are driving to dinner and see the same thing.

A Google search rendered nothing. Is it coincidence or does this mean something?

Project Blue Light began in Philadelphia in 1988 as a memorial to a fallen police officer. The tradition has spread nationwide, and has become a source of encouragement to the dedicated men and women who patrol our streets every day. Our display of blue lights in December lets our officers know we support them as they expose themselves to danger keeping our community safe. The color blue is symbolic of peace. By displaying your blue lights, you will be sending a dual message that you support America's peacekeepers and that you hope the coming year wil be a year of peace.
Given this I would surmise that when you hear it in a song it is in reference to a party, but when you see them today it can have either of these two meanings.
