I have a 60hp Mariner out board that apears to be ideling to rich. The motor runs good at mid and top end RPM.
It smokes a lot and runs rough at Idle.
The motor is a mid 80's series.
Is there a low RPM carb. adjustment and where is the adjustment jet?
Is this something I can do or do I need to take it to a dealer?

That's really a Merc motor, so you might try the Boat Doc. There should be a high speed and a low speed screw, but I'm not sure which one is which on that motor.
The only carbs I know well are Mikuni SBNs, but the rules of thumb apply to all carbs. Make a note of where you start adjusting, and keep close track of every adjustment you make. That way you can at least get back to where you started and you won't be any worse off. Just don't turn the screw more than 1/8 or 1/4 turn at a time, and give it a little time after every adjustment for the change to take effect.

I'm going through the exact same thing on my '95 150 merc. There is (on mine at least) two idle screws on each carb. The setting is 1 1/2 turn out from lightly seated +/- 1/4 turn. I'm going to dig in tuesday and see how it is adjusted. Mine also runs great at mid and cruise, but smokes horridly and is a bear to start when cold. Also has a tendency to stall/flood if left idling too long. I'm guessing the idle screws are the culprit. I'll let you know what happens.

What Salmonater said. One screw on each carb normally on the front-mightbe on the side. After adjusting if it bogs on acceleration richen it up a 1/8th turn at a time till it goes away. You might have to find a happy medium for acceptable idle and good acceleration.
