Tried this at The Fishery and it seemed to work real well. Put your hook through the top of the head of a smelt. Before half-hitching, lay another smelt alongside the first with its head extending about 2" ahead of the other and half-hitch the two together. Shakers try to take the first without getting hooked. Larger keeper sized fish get the whole nine yards!
