I have a merc. kicker (hasn't been run in 10 years) that I need to have looked over before giving it to my father to use. Any recommendations in Portland? Prefer SE portland.

Personally, I'd go with Steven's, especially since you're already in Portland. They know Mercs.... I have two on my boat and that's where I'd go... again. JMHO.
If the engine hasen't been run in 10 years the water pump impeller could be bad or will fail shortly as they are made of hard rubber that hardins when not used. The diaphram in the fuel pump also could have the same problem and if the gas wasn't drained out of the carberator it could be gummed up. Stevens is the mercury dealer and probably as good as any place to take it to be inspected.
Or you could put it in a tank of water and start it yourself and see what it does. It might surprise you and run.

The Boat Works in Willsonville did a good job for me.

If you want SE you might want to try Gonyea's. They are resonably priced and stand behind their work.
