Catching Carp in the Spawn

I have been watching about 8 large Carp spawn, yet I can not get them to hit anything I throw at them.
The fish are in some slight current, about two feet of clear water.
Any suggestions besides an arrow!!!
I've tried worms, penut butter, cheese, powerbait, senkos, bread...you name it?
