Welcome Aboard ,
You could put in at CEDAR OAK on the Willamette river . It is on the West Linn side of the river and there is some back water next to the boat ramp that would be ok to fish with a pontoon boat . Good luck .

Welcome. There is a backwater above the Ore. City Gladstone bridge that flows off the Clackamas River that has smallies and pan fish with an occasional Salmon or steelhead, but if you really want to get into the smallies, come out to Hagg Lake south of Forest Grove. State record comes from there and there are lots in the lake. If you go to the west end of the lake, there is a low wake area and a Pontoon will work fine. Several creek inlets and lots of grassy, rocky and brush to give them cover. Good luck.
